People moves: Paramount Skydance eyes former Trump-era antitrust chief for GC role

Plus Freddie Mac, TD Bank and Power Solutions International expand their governance teams

Paramount Skydance, the newly merged media company comprised of Paramount Globaland Skydance, is reportedly in ‘advanced talks’ with Makan Delrahim to join the company as its new general counsel.

As reported by The New York Post, Delrahim, the former assistant attorney general for the antitrust division at the Department of Justice (DOJ), has become one of CEO David Ellison’s key advisors over the last few years.

Since leaving the DOJ, Delrahim has been a partner at Latham & Watkins, where he leads the firm’s global antitrust and competition practice.

Elsewhere, theFederal Home Loan Mortgage Corporation(Freddie Mac) has named Matthew Abrusci as its new EVP, general counsel and corporate secretary.

Abrusci joins the mortgage lender from Mitsubishi UFJ Financial Group (MUFG) Americas, where he served as general counsel.

Before this he held senior legal positions at the likes of Royal Bank of Canada, Credit Suisse Securities USA and Merrill Lynch.

North of the border in Canada, TSX-listed TD Bank has appointed Jon Rasmussen as its US chief compliance officer.

Rasmussen is a JP Morgan veteran who was with the firm for the past thirty years and most recently served as chief compliance officer for the consumer and banking division.

Rasmussen is set to join TD Bank in December and will report to US chief risk officer Paul Beltrame as well as chief risk compliance officer Erin Morrow.

Meanwhile, Power Solutions International has appointed Zhaoying (Dorothy) Du as its general counsel and corporate secretary.

Before assuming the role, Du served as director, head of legal at Lenovo Global Supply Chain.

Prior to this, she served as director and global head of legal at Motorola Mobility. She was also general counsel of China operations and senior counsel for compliance and risk management at The Warranty Group (now part of Assurant).

Elsewhere, Rachel Brand, the current EVP of global governance, chief legal officer and corporate secretary at Walmart, announced that she would be exiting the company ‘at the end of fiscal year (January 31)’.

In a LinkedIn post announcing the move [link plz], Brand says she will be helping with the search for her successor and would ensure a smooth transition takes place.

Brand joined Walmart in 2018, following her time as associate attorney general at the DOJ. She has not disclosed what her new role will be.

Elsewhere, Singaporean financial institution Oversea-Chinese Banking Corporation (OCBC) has appointed Carina Lee as group chief risk officer and management committee manager.

In a move effective as of January 1, 2026, Lee will succeed Noel Dcruz who is retiring on December 3 after 36 years in the role.

Lee joined OCBC in 2021 and currently serves as group chief credit officer. Prior to this she held senior risk roles at the likes of Standard Chartered Bank and Temasek.

‘Given the increased volatility and uncertainty in the operating environment we face today, the ability to manage risks effectively is more critical than ever. Carina’s extensive experience and leadership qualities will make her an important addition to our management team,’ says OCBC group CEO Helen Wong in a press release.
